European framework for hydrogen networks
The reform of the EU gas package will make the existing regulatory framework for natural gas at a European level fit for hydrogen and the climate neutrality targets of the European Union.
Framework conditions for hydrogen network operators
At the European level, the focus is on the adjustment and reorientation of the most important legislative texts for the gas industry, the Internal Gas Market Directive and the Internal Gas Market Regulation. The goal is to create central framework conditions for hydrogen network operators in Europe, such as for unbundling obligations, the definition of hydrogen TSOs or DSOs as well as regulations for blending at cross-border points. The two legislative texts will be joined by adjustments to the Natural Gas Security of Supply Regulation and the Building Energy Efficiency Directive as well as a new Regulation on methane emissions reduction in the energy sector. All five texts will also significantly influence the national regulatory framework for hydrogen in the coming years.
