The hydrogen strategies at national and state level

The National Hydrogen Strategy sets targets for the development of the hydrogen market in Germany, and in the 2023 update of the National Hydrogen Strategy, Germany reaffirms its goal of becoming a lead market for hydrogen technologies by 2030.

The federal states are also focussing on hydrogen and developing individual hydrogen strategies in order to advance eastern Germany as a hydrogen location.

Regulatory framework for hydrogen networks

With the amendment of the German Energy Industry Act (EnWG) in 2021, the legislator laid the foundation for the development of hydrogen networks. But the visions go well beyond this; the federal government intends to have the framework conditions for an initial core hydrogen network and an integrated gas and hydrogen network development plan in place by 2023.

Europe’s energy future is being shaped by the revision of the EU gas package. New regulations for the Internal Gas Market Directive and Regulation support hydrogen networks, unbundling and blending. Other amendments strengthen the security of the natural gas supply, energy efficiency and the reduction of methane. As the trilogue negotiations between the European Commission, the Council of the European Union and the European Parliament draw towards a conclusion, Europe has shown itself to be a pioneer in green energy and sustainable policy.
